This workshop plans to bring together interested parties to discuss next generation experiments that aim to resolve the most fundamental questions of modern cosmology. We hope to forge a long lasting collaboration among the participants. We are particularly interested in building up Dome A, Antarctica as an astronomical observatory. NIR and sub-mm will be of particular importance for these efforts.
